America Forward applauds the U.S. Department of the Treasury on the December 12, 2024, announcement of $47 million in awards under the second round of funding for the Social Impact Partnerships to Pay for Results (SIPPRA) program. The six newly funded projects — ranging from supportive housing to prenatal care and literacy services — complement the four projects funded in SIPPRA’s first round of awards and include America Forward Coalition members the Institute for Child Success, Maycomb Capital, and Social Finance as partners.
In 2018, President Trump signed the SIPPRA $100 million demonstration program into law as part of the Bipartisan Budget Act, following years of leadership from bipartisan legislative champions including Senators Michael Bennet (D-CO) and Todd Young (R-IN). SIPPRA’s flexible pay-for-success structure enables the federal government to invest in cost-effective, results-driven, local strategies that provide major benefits to communities across the country. Building on a decade-plus of learning in the field, SIPPRA represents a transformational shift in how federal, state, and local governments can leverage innovative financing structures to reward measurable improvements in people’s lives.
This second round of funding also demonstrates how SIPPRA has achieved its goal as a demonstration program. In the first and second round of SIPPRA awards, the Treasury Department, its expert advisors on the Commission on Social Impact Partnerships, and partner federal agencies iterated on ways to make the program even more accessible and effective. We appreciate the Department’s responsiveness to stakeholder feedback, including major improvements that addressed America Forward Coalition recommendations, that contributed to the success of the second round award process.
We commend the Treasury Department’s recent announcement and look forward to building on this progress and continuing to support the expansion of the important and impactful SIPPRA program.
