Many federal programs are too rigid to allow path-breaking organizations to compete for funding. A strong dose of political capital in the form of a White House Office is needed to lead the federal government in an effort to make results matter more than politics and past funding. A White House Office would spearhead a government-wide effort to increase focus on innovation and results in social programs. The Office would lift up promising nonprofit organizations for greater visibility and promote outcomes measurement and competition for federal funding within the nonprofit sector. By improving the quality and efficiency of nonprofit services, the Office would make better use of government resources.
