Unfortunately, too many nonprofits struggle to achieve the impact they seek, operating inefficiently, with limited use of technology, and without access to the expertise they need to achieve greater results. Housed within the Corporation for National and Community Service, the Commission on Cross-Sector Solutions to America's Problems would consist of a politically balanced group of open-minded influential leaders representing a variety of backgrounds. The Commission would be professionally staffed and authorized for a two-year period. After seeking public input, it would make recommendations in areas such as:

  • Improving government policies to foster nonprofit accountability
  • Identifying ways in which the government could help to build the capacity of nonprofit organizations and the quality of services they deliver
  • Improving communications and partnerships between nonprofits and government
  • Streamlining processes for obtaining federal grants and contracts, and eliminating unnecessary requirements
  • Removing barriers for smaller nonprofits to participate in government programs
  • Identifying priorities and sources of support for social sector research and development
  • Identifying ways in which the government can partner with nonprofits after a disaster or crisis to help nonprofits rebuild or scale up quickly

In addition, the Commission would provide funding for:

  • Research on the nonprofit sector
  • A national network to build the capacity of nonprofit organizations
